You have to apply to sell digital items,last time I applied,it said it is not accepting new sellers.
There is no seller protection if you do not have tracking,what I do with selling store coupons is scan the codes and most buyers just want to buy online,they dont need physical copy . Quote:

There are just too many sellers selling digital,thats why Ebay has this policy, it may have changed,she should find out.
