There is no single "best program", you need to browse around to see which apps you might need yourself or ask specifically which categories of apps/their purposes you are looking for.

I would suggest MyWi, sbsettings, winterboard, crackulous, Installous, appsync. I also use ifunbox (i-FunBox | File Manager, Browser, Explorer, Transfer Tool for iPhone, iPad & iPod Touch via USB) for installing appz without itunes. Also try iPhone apps | iphone apps.su apps | iphone apps http://apps.su for downloading games/apps and then use ifunbox to install them. Right now I am using an HTC clock/ weather widget http://i42.tinypic.com/296itte.jpg

Why would you still get mywi? The latest ios already have mobile hotspot built into it.
