I think it safe to say that as we develop and as things become seemingly easier for us - Paypal WILL increase their security (21 day holds etc) and they will want to know more about us.
As has been said on this thread this could well be a double edged sword and we need time and experience before anyone jumps to conclusions.
In my experience there is nothing that Paypal or Ebay have introduced that in any way makes my life easier
its weird because..on monday i had a transaction go through really fast..now my latest transactions yesterday and thursday are slow as hell..seems like sometimes they're payout bot's speeding up and the majority of the time it's slowing down..its weird
That 'slowness' might be down to the difference between the transaction being processed any day any time 24 7 & the fund settlement of which there are only three a day on every banking day.

I did heard some Uk folks had the option of paying £5 per immediate withdrawals. I know someone in the Uk who literally spend over an estimate of £800 in just these fees. We should have these legislation pass onto in America, but who gives...
I would speak to the local Halifax bank branch about the faster payments process in regards to your payment if the payment was NOT in the unaffected payment category detailed below.

You can trust PayPal to always find a way around anything that would benefit their customers, even when required by law... until they get sued.
