So just as a confirmation, you want a blue ray player/PVR for your TV, not a drive for your computer?

For playing, find a used PS3. For burning & playing, find a cheap desktop and throw in an aftermarket burner.

Yes. Tell them to go digital. Burning was cool in the 90s. Waste of time, money and space anyways.

or an sat receiver on which you can store movies and play them from.

you wouldnßt to upgrade from blu-ray to "whatever is the next medium"

The idea was to purchase a gift for somebody.

I can hear a newegg gift card or another type of gift card calling.

Will be much easier.

They all come under your budget. The sony one is the highest rated among the 3 or among this list.
