International Online Loans

There was a platform that I saw (a website) that allowed to connect people who wanted to lend money and people who wanted to borrow, but forgot what that was.

Anybody has a clue of that or something similar ?

I saw a commercial the other day about a loan company at the rates were like 199%. I guess that is pretty common, and its ridiculous. Makes no sense to me, as people with no money are the ones that are getting those loans, and how can they pay those back? Maybe someone with a medical emergency, but still.
