Just tried in the UK and it didn't try and charge me anything.
I could see why facebook would like to charge people to send messages to VIPs as this would increase there profit massively, but they would have to have the VIP's permission to do so. Also, who knows if they even check there messages!
Personally I think this is really cheeky and if they did start charging to send messages to non-friends then people would start to look for alternative social networking sites, as we all know this could easily happen if they start to get too greedy. No one likes to be charged for anything let alone a free site like facebook!
