anyone else having issues with yahoo/paypal in other languages?

Periodically for the last few weeks when I go to paypal, usually to pay for an item the language has switched to Spanish, today when I try to go to my yahoo home page it gets redirected to yahoo brasil. Anyone else experiencing either of these issues?

Are you close to the Mexican border? Or what is your source of IP...VPN? VPS?
