Pay as you go phone service?

While free options are available.. they have been causing issues so I personally would steer to trackfone option or similar options. It's cheap.

Just as aspkin implies.. Free isn't always good. Most toll free numbers are on the banned lists already.

Either. I've been looking into both options. At this very moment I need a data plan for a phone that does not require me to pay a $20-$50 montly fee.
