so the dementia lady was not missing meals herself, just her dog was? mmm sounds a bit neglectful to me. It is all very well asking a vet to euthanise, but that is a bit late in the day. If she was not doing ok and losing weight, I would understand, as she wasnt in a correct state of mind, I dont know how it works, maybe someone was helping her but not noticing the pet or dementia means you can feed yourself but forget others/pets....all I can say is pets aside, relatives/the state should keep an eye on frail people.........although in my experience they can be very stubborn and hard to deal with........
