A few additional ideas
 

- email verification and confirmation after registration
- private messages - you can't see the status when the recipient has read it or not (it's always displayed as read)
- limit editing of message only 30 min after creation
- if you are subscribed to the topics - the email notification does not come immediately but with a delay
- allow sending private messages if account is older than 7 days
- the new modern skin would attract many more users

- somehow they solve the problem that people often post and raise old topics without any sense
- remove the limit on sending personal messages altogether, it is only possible to limit sending to up to 5 different recipients per week for new members
- personal avatar/pic is very important

I like the idea of allowing a PM if the account is older than 7 days, a lot of people will just sh!t post to increase their post count anyway.

There were limits placed on private messages due to spam in the forum. People would sign up and immediately start spamming others in the forum.

A new person, just signed up doesn't need to start messaging so many others right away.

Anyway I haven't looked at it in awhile so updates can be made if it fixes a need

There are PM limits for brand new users but users with some age those limits are removed.. this was to reduce spam from new sign ups. This decision was made years ago and no one has brought it up from my understanding

Lower right hand corner of your initial post next to the edit and quote button - but you can't delete once other ppl have posted from what I recall

As for me, these PM limits are not needed at all, or just leave the restriction so that new users can send PM only to several different users per week/day.
For example, old user provides a money exchange service here. And a new user wants to send him a PM for a deal, but he can't, this causes great inconvenience. I don't think many people spam via PMs.

Possibly the mandate of 25 posts can be reduced to max PM count per day for new users for 1 or 3 month period
