How Do you Gift £30k Without Being Taxed?

A friend of mine wants to pay back his family relative a large sums of money £30k but doesn't want to be taxed for the transfer. Also the receiver doesn't want to be in he's name ether but to a very close relative.

What's the best way doing it without raising the red flag:mod:
