It appears to be a customer blacklist site for AliExpress sellers, similar to the service provided by badbuyerlist.org for eBay/Amazon/Craigslist sellers.

You should change your forum flag to match what country you're really in. Advice given to you may not apply if people think you're in USA.

I don't know of any AliExpress seller's forums but I'll bet google knows of a few.

its the aliexpress sellers that need blacklisting in my opinion, and that list would be very long
