Is payoneer an actual REAL BANK same like BOA or CHASE? or is it similar to like paypal?

Pretty sure they use BOA accounts in the US

In the UK they use Barclays.

In Europe they use a German bank too.
This bank is ok, but has a bad customer service.

I don't use payoneer much, but aren't they mainly used by people outside of USA to receive and send payments but now they don't do that anymore?

Or am I confusing it with a different company?
