If you're referring to Amazon, then the featured merchant is an upgrade where you pay a monthly fee for it. Anyone can do it.

That's not true..I pay for pro merchant and that doesn't automatically make you featured and I've seen it a few times now, people get featured on a brand new just launched account when I've been pro for a few months selling 100's of an item and I'm not featured

You have to pay the $40/mo for pro merchant for the "ability" to become a featured merchant, you still don't get it until you are big
