Adwords Help

I am having issues with my adwords campaign. I've chosen low competition keywords, set my daily budget at $25 and my bids at 0.25 and have only 8 keyword phrases with good Quality Scores. Yet, my ads are Not showing and its saying I have met and exceeded my daily budget. How is this possible and what am I doing wrong?

Is this a brand new account?
If so the account is usually under review by google.
Or they may have disapproved your account altogether.
Unfortunatly Google doesnt let you know.
Email them they will get back to you and let you know what the deal is.
Google live help is always clueless on this issue.
