Default Unique mobile device hotspot identifiers

Hi,
I will try to make this question make sense.
Assume I have mutliple different Ebay accounts and I use a prepaid sim for obtaining a new ip address for each. Can I use a single phone to share this hotspot? Is there an identifier in place which can see that my current computer is always connected to the same mobile phone that is sharing the hotspot even though the IP is different with each new prepaid sim card?

You can use the same phone as a hotspot and just reboot your mobile phone for each account.

Why exacactly is this? I am sharing the hotspot to the PC. What wod rebooting the phone do?

Okay, listen everyone. It is true that the ip address changes when rebooting the phone, sometimes
Sometimes it does not and it goes back to the previous one...
Doesnt every new sim card come with a new ip?

Yes, it can go back to the same IP after a while. But the whole reason why mobile IPs are not banned is the fact that so many people use them all the time. Plus, people move around with their phones and so get assigned new IPs by mobile operators to ensure best connectivity in relation to the nearest cell towers, so a single mobile device can cycle through multiple IPs.

If some online platform banned people because they shared mobile IPs, it would have no customers left.
