My friend is a former student who came to live the United States for four months between years of 11-12 East ham for four months she has Social Security number. How do I make her a resident so I can open Ebay account under her name?

Foreign student SSN is not the same as a US resident or citizen,not sure if it makes any difference to a sales venue.
But your Russian friend needs a US address and a credit card

your russian friend would be stupid to use their SSN on ebay unless they do not want to go to the USA ever again as tax debt would be mounting since all sales would be reported

If you make under a certain amount,you do not have to file income tax return,cant recall how much,could be under $10K.
These days standard deduction for a single tax payer is more than $10k.
If your Russian friend gets a 1099 from Ebay,she can download it online.
