Payment not going through stealth paypal
 

I use Stealth High Limit 1000/25000 Ebay & Paypal Accounts.
I Created them myself.
I have available balance in Paypal but I am not able to send to anyone or buy anything from Ebay.

Any Suggestions please ?

ive come to learn that paypal often deliberalately holds payments irregardless if you are confirmed or not, in order to generate more money off it. As a money processor they cant really hold money like bank and invest so instead they withhold you from using it, But only for the time being. Imagine 100's of dollars being restricted from being used spread over millions of people can really amount to alot. But they can only hold it for so long as they must process money as well. Please also take note that only a few day ago , i managed to make a purchase with the same ip address with a particular paypal account , but whereas other paypals kept getting an error. So this paypal must have been on the "all clear list''.

Do you have any articles that prove any of that or just guessing?

PayPal just doesn't let new accounts send money out. Its risk management

I agree with Jamesnorth.
Its all about trust. Right now your accounts have zero trust from paypal. The higher the amount youre trying to send the les the likelihood of your success doing so.
You should try first 'priming' your accounts by buying a couple of small items on ebay - just to get the payment history on the account established. Over time you will gain more trust and things will get easier.
