How to get around Ebay 25 a month coupon limit

I see several sellers that have sold 1,000 coupons on a listing, in the actual coupon section, when ebay's limit is 25 a month or $100 total in sales a month. This guy has literally sold thousands. How is he getting around this limit on the same account? His username is saitoman. Any thoughts how he is doing this? When i try to list it says i have reached my 25 selling limit for the month. Thanks

Each situation is unique - it's not a good LONGTERM model to break eb rules on listing....just fyi
