is this new paypal rules? or am i doin it wrong?
 

hi, before now, i used to open paypal and recieve payment with no issues. lately, i noticed that when ever i opened a new paypal account and money is sent, it goes into a claim status. buy that, i men its not available. paypal will automatically ask me to provide a few ids before i am able to access it. is anyone noticing or having this issue?
have you recently opened a new stealth paypal and someone sent money ? did it reflect in balance or did paypal ask you to add ids immediately?
i mean usa accounts

Most new accounts do that now. What you're seeing was part of a policy update that starting taking effect April of 2018.

A belated Welcome to the forums friend.
I believe youre referring to the request for DOB and last 4 digits of SSN which they require to allow you to maintain a balance in the paypal account. This related to the April 19th 2018 ToS update they introduced.
You can still use the account by adding a bank account. The balance functionality will be disabled but as long as the bank account is attached it doesn't have much of an impact.
