I was trying to list in france with USA account Zero feedback and account suspended, i have a stealth account. Can i use Paypal of banned account to new one by changing email of paypal ? its hard for me to create paypal.

Hi, welcome to the forum.

It would be better to use brand new PayPal since old one is linked to suspended account (eBay and PayPal still shares infos)
You might soon end up with another suspended eBay account...
