PayPal Limited.

How do I create a new PayPal account without it being limited, I was successful a couple weeks ago with a few different accounts, but after a few sales they seemed to get limited again. And now when I try to make a new one it gets limited as soon as I make the account! Any help would be appreciated, thanks.
