Is it a New or an Old PP account? I guess the account is in your REAL infos?
As you said that your Ebay account was going fine, so I think that it's just a "normal" PP ID verification.
What documents they exactly asked for?

My advice :
As I know exactly what you're talking about when you say " My only source of income", I suggest you to think about getting a stealth account (s) (as back up accounts) to avoid a such situations.
