If it’s a new selling account they are permanently suspending them after or before the first listing, if it’s an established account there will probably be a reason, such as linking to other accounts and all the other ways you can be suspended for.
If it is a new account reapply for another it may go through the next time.
Ebay cant tell her why,so it is not because it is a new account.
Ebay can be sneaky,it gets information about us from third party,it may find something about you it does not like.
I know some website will block buyers if they initiated too many returns or file too many chargebacks
