Hi All possibly will get stealth?

Ive e bayed for years, had 2 stealth accounts, but been banned again.
Static ip address, i think im getting linked by selling the same items as i used to.
Anyway, im gonna get stealth, is it 100% reliable you can get pay pal verified in the uk with something like entropay?
