Am here to learn verifying paypal without credit card

Been 2 months having trouble verifying paypal with VCC. "unusual credit card link". Am here to learn solving this issue

Am using VCC from HDFC, prefix 5248-77**
Yesterday I try to verify but still but still getting "unusual credit card link"
