add bank account to paypal

I need help. why I can't add the bank account to my paypal, I try to add the capital one bank. But i got a error message for" sorry, we are not able to process your quest. please try again later" i wast try a few times. got a same error message.

I would suggest using another bank. I could not add that bank no matter what I did.

Paypal has been blocking a lot of banks cap1360 is on that list.
