I have read the guide, but I didn't understand a couple of things.

I have an existing ebay account, with no problems, and I would like to create and link a new pp account. the bank account that is being linked is a different name than the ebay account, can pp see that?

nothing wrong with it. a friend is doing me a favor letting me use his ebay account till I get back on my feet. he just doesn't want my money routed through his account. (tax purposes...)

Welcome to the forums.
No they will not be able to see the name of the bank account holder.
It should be noted that if you previously had a paypal account connected to this ebay account and that paypal account has any issues then this new paypal will automatically get linked to it if you attach it to this ebay account.

Welcome to the forums - good stealth is not to attach a new pp when there are issues with the old pp account - are there?

there are no issues with the old pp acct. rather I am trying to attach a new pp acct with a new accountholder. do u think that will raise flags? (i.e. the account I have now has a pp acct with steves bank account attached, I wud like to add johns bank acct to a new pp acct, and link with steves ebay acct). also I have heard rumors that if u don't actually link the accts rather just use it as a 1 time option to withdraw money, there is less scrutiny. any truth to that?
