To clear all the confusion in this thread, the reason why some mobile hotspots show different ipv4's on different websites is because the cellular network is running sometimes through a proxy server of theirs which generates a different ip. So ipburger works perfectly. Since I cannot get AT&T to disable their proxy server, I've decided to go a different route for ip addresses. If a mod is reading, they may close this thread. Thanks!
