"Cheap" most of the times means that IPs are shared or heavily reclycled. This is something "stealthers" doesn't want to happen for obvious reasons.

Have a look in the marketplace some guys are providing good services for stealth purposes.

Look, I'll be honest with you. Never go with Free or Cheap VPN services as they are mostly slow, unreliable, and they bomb you with Advertisements. Better go with Paid VPNs like ExpressVPN or NordVPN as they are some of the Tier-1 VPN providers in the market with a subscriber base of thousands of users. Better be safe than sorry.

When youre a legitimate paypal user, what stops this from happening: Youre out on your phone on the cellular network adn you get assigned an IP from a stealth account, how come ebay doesnt link and bank you? Do they have to develop a stronger pattern / relationship than that?

If you know how to set things up you can get a vpn for 2 dollars per month. The learning curve is steep not sure if it worth it to learn that. There are a lot of tutorials on line
