Mobile BroadBand Ip Address

hello, has anyone had any experiences with the mobile broadband for stealth?
I'm looking on eBay at the momment for them, which one is the best one for stealth will a cheap one get the job done, off getting a new ip dress every time you turn it off & on

My two accounts got linked using a dongle. I'm pretty sure it was that as very careful when switching between account. In the end I pay monthly for a vpn. Works wonders.

If the IP was dynamic then it definitely wasn't the dongle that linked the accounts.
