IP Vanish

Can anyone tell me if using IP Vanish would be recommended for stealth account?

I already have an account with them but appreciate they dont offer a Static IP

Would not recommend...UNLESS they are going to provide you an IP that meets a few requirements:
1. Not on ebay's block/ban list
2. Fresh IP
3. IP never used by anyone
4. Static IP

You just answered your question right there.

People like using VPN's that are found on a first page of search engine, most of those are abused and possibly on Ebay's/PayPal IP Ban list.
