Is changing IP needed when I am not suspended on eBay?

Hello, as the title says I am not suspended on eBay but I do have an account(below standard) I would like to buy a new one, and there's my question. Do I have to change IP and do I have to be as scared about any suspensions as the suspended account's owners?

If you don*t want both accounts to be linked, you better get a new IP and apply all the other stealth basics for the account you intend to buy. If you are from Poland, as your flag suggests, make sure when you buy an account that you will be able to withdraw the money from paypal. Most accounts sold here are US and UK and you will need US or UK bank account to withdraw properly.
