i just using some VPN (us)

paypal request me phone verify every i send payment

is this normal?

Is it cause my ip is bad condition?

if i use good Fresh IP, not gonna ask phone verify??

Its certainly possible but there can also be other factors like if the account is verified, if so how, if you have used a VCC and if you have what type etc.

I would put money on it being a bad IP though so that is worth trying first
