Paid VPN or RDP for stealth PayPal

I am sure if I even use a paid VPN service with dedicated IP, PayPal is aware of it but how about RDP. I have no idea how RDP works?

Which will make sure that I am not using a ⊗⊗⊗⊗ IP to connect?

they are the same thing. Rdp is a windows server and vpn is a unix server mostly

RDP's are a waste and unnecessary for stealth.
