URL and IP linking problems

hi, i am a newer.

I have bought an new USA ebay account and USA paypal account.
The first problem is that my ip is not USA ones because i am not in USA. Can i use the brought account to sell things?

i want list some items which i had sold before. The problem is that can i list some pictures which URL links were used in my previous account.
