Can i use my dongle that gives off UK ip addresses for a french ebay + paypal?

Really you want to stick to a UK IP for a UK account and a French IP for a French account

Agreed with James, ideally you want everything to match

But I have used UK Ips to operate EU accounts without issues. Its never an issue until something else happens like your account gets limited and you have to call in. Then you'll get questioned about why you're operating from a different country etc

Created UK eb and UK pp - then log onto France eb to sell - keeps it simple.
