HMA would be one of the worst choices.
I use 24vc and they've never caused any problems.

It comes up to about $10/mo for either service.
24vc has really been drowned out since the forum started promoting their own V-P-N service, but in reality both are perfectly suitable services for stealth.

I know this isn't what OP meant, but in all reality the best V.P.N for PayPal or any financial institution is one you build yourself....
With 256AES encryption that tunnels over SSL/TLS on TCP :443 on a KVM host running CentOS minimal that only you hold the private SSH key to, with root & passwd login disabled, and set up with persistent firewall rules that drop everything except V.P.N & SSH traffic. While your at it, you might as well set the firewall to drop all SSH traffic with an exception of your home IP address & one back up IP.. just in case. And don't leave SSH listening on the default port...
If your only asking about which V.P.N provider is best... No one truly knows the answer to that.
But both 24vc and I.P.Burger seem to be solid. I'm sure there are others out there too that are equal to or better than. (probably cheaper too). But only way to know forsure is to experiment.

For technical and financial reasons, it would be difficult for a VPN provider to actually guarantee where an IP has been in the past. The exception would be if you purchase blocks of unused IPv4 Addresses for example. As I have read, this is getting harder by the day.

If you rent a VPS from a hosting provider that isn't on the first 5 pages of google you'll be alright. You can also google data centers in your city or a nearby city and contact them directly to get in touch with a re-seller.
It's 2018, cloud computing is the future. Making me bet that amazon aws would be ok too, although their servers are too expensive for me. Quote:

This is what people don't understand. Fresh IP is only creative marketing. Basically it means that they are claiming they don't reissue their IP's from one EB/PP stealth user to the next... but its only based on trust.
In my opinion, getting a VPN from a VPN provider increases your odds of getting banned on IP alone.. VPN providers make it too easy for EB/PP to black list their whole block. This is only common sense.
Every dedicated server I looked into renting came with a block of consecutive IP's, and if you need more you have to lease them from the data center. Most data centers have a TOS that will discontinue your service if your IP gets black listed, but that's for spam. EB/PP only black list blocks of IP's from VPN providers and well known VPS providers like Digital Ocean.
I have some servers at one of the same Data Centers 24vc has a dedicated server at. You can bet money the block of IP's my IP's came from are used less on EB/PP than the block 24vc has.

That's correct. I do hold this view (unproven) that they frown at VPNs but do not close an account solely for using it.
Given the chance, I would use IPs in the following order:
1. Broadband
2. Mobile
3. VPNs
