IP address must match US state?

Hi everyone, This is my first post.
I bought an account frome a seller, he said the IP address MUST match the stealth account state.
But I also heard the IP just need to match the same country.
Which one is ture for 2019 ? or Does the seller just trying to sell me his porxy?

Just need the ip to be in the same country that’s all that matters doesn’t need to be in the same state.
