Im not familiar with Azure servers, is it a NAT VPS?
The first thing that comes to my mind is it could be the port you're using to connect to the VPS? If connection method is using a port that SoftEther's using (443, 1194, 992, 5555) that would be a problem. If you have OpenVPN, MSS SSTP, or L2TP/IPsec enabled you will have other ports being used besides the SoftEther default ports listed above.
I disable all protocols and all softether default ports except tcp 443.
I run all my VPN servers on Linux, and have never attempted to run one on Windows so I have no idea how you'd go about setting up a firewall for a Windows server. Maybe try default accept policies to see if a firewall rule causing your issue.
