Proxy or VPN? Special case!

I cant find dominican IP for paypal, the only that I found is Proxy service by Luminati but not static... just rotating residential IP.. should I take the risk and use those proxy or keep looking a VpN whit dominican static Ip? I think Im not gonna found a good vpn neverrrrr 😰

If you go with a vpn I would recommend Ipburger
