How to build my own Proxy

Anyone know how to build my own dedicate private proxy from any country? It is hard, easy or what? I cant find a proxy or VPN from Dominican Republic so I think maybe build the first one should be a option... anyone knows how?

I have seen a book in BHW BST .. may be it helps you...BTW intresting i am also looking to create dedi ips from philipine malaysia and some asian PP coutries
