Sim card IP question

I've just recently heard of using a sim card's 4G as the IP for eBay & PayPal, PayPal in my case. I was hoping someone that has more knowledge on this subject could help me.

If I purchase a 4g capable sim from eBay for instance. And tether it, seeing how the IP changes every time I put it on airplane mode couldn't I get an IP that was abused / used to access PayPal?

Including Vodafone and O2? What is the idea behind it? The fact that there are so many users requesting IP addresses that the chance of me getting an abused IP is highly unlikely?
