eBay account suspended today!

Hi, I open a new account on ebay and paypal. Aug 23, 2019. And same time on paypal. 2 day after, I verified with vcc , all ok. 3 days after, I tried to list an item on Software categorie, but in the moment to submit the item eBay says that my email address doesn't linked with any paypal account.

Well, time after, my account was suspended. They asks me identification, form with addres of my house, etc. I sent them and my account was reactivated.

I tried again on list the same item on same categorie, and says the same message. Again my account was suspended.

I connect to internet through Hotspot mode with my telephone. My IP change each I start airplane mode, my IP is dynamic.

Now, my question is: Can I open a new account on paypal and ebay on the same computer? What considerations should I have for i do not be banned again. the mac address doesn't matter? Should I format my computer?

It should be noted that I connect through Hotspot mode and I will always have a different IP address, but I don't know if having the same mac address, eBay detects me.

I currently have 3 computers, one of them always opening my main account and the other two are netbooks.

Or do I have to change the network card and install a new one so they won't detect me?

Answer two. I am in venezuela my ebay account and paypal account are venezuelan.
