By the way, I have a dynamic ip address, so if I planning to have 3 stealth accounts, should I reset my modem and get a new fresh ip each time login to user account Or buying from ipburger?

I afraid of reusing same ip address each time when resting router? How can make specific ip address for each user account for dynamic type?

Is dynamic ip address doesn't give same ip address used before?

No, you do not need to reset your ip every time.

User accounts, is that safe I am not live in USA and have a vpn from USA to run my ebay and paypal (note that my paypal is international not US) how can I deal with that as well?

If I were you, I would use a VM for each account. It is much safer.
