Ip addresses for multi user accounts

Hey,

I am from Egypt, I created my first stealth account for my ebay and paypal my registered address as my country.
I used new user account + reset my modem to get new fresh ip address.

Now, I want to create 2 backup accounts. I am concern about IP addresses and how can I switch between them? by buying new IP address from Ipburger for each one ( Ipburger not offer Egyptian IP addresses only USA) so, If I gonna buy 2 USA IP addresses, will eBay suspend my account (because of registered address and IP location)?

Any advice?
