Because there's such thing as IP address, which eBay can use to link your accounts, and no app will help you avoid that. So the only way is changing the IP with tethering or using a service like IPBurger etc.

Tethering works well but you have to track IPs if you're using the same ISP provider for multiple shops

Avoid re-using the same IP on multiple shops

VPN solves this by giving you a static IP per account

I second tracking Ip addresses. I have been tracking my IP's since 2017 and started to see one vendor running low on new IP and many being repeat. If i wasnt tracking I would be using those IPs (from now suspended accounts) on newer/active accounts.

I agree with the previous comments . And, you can keep a record of your IP’s with a simple text file. Also, you can create a script that will output a record of your IP to a spreadsheet. If so inclined.

I would recommend a spreadsheet with very simple information
- account name
- date
- ip address
- notes

you can then add a condition on the IP address column to highlight unique values in green and duplicates in red.
