Is it safe to into same Stealth with different IP address every time ?
Doesn't it make ebay/paypal suspicious ?
If yes then whats the best option ?

In the book it says it makes ebay/paypal uncomfortable and we will have hard time in passing EU 2500 limits.
Have you been able to pass any of that limit ?

When you submit docs for review they also review your selling history,
It's easy to pass (for me that is) if you have no selling history for them to review,

Catch 22 questions for you: Paypal won't lift your limits unless you hit your limit of roughly £1650. How are you getting that done without creating selling history?

Logging in through your mobile phone will give you multiple ip's, maybe PayPal has this range of IP addresses noted and does not act on their usage as plenty of people are using a tethered cell phone now.

Yeah it is possible.

What do you think which option is better, tethering through 4G or Broadband internet and restarting the router to get new IPs ?

So long as you keep all the cookies in place logging in with a different IP each time is fine

If the IP is from the same country, I do not think it would be a problem.

It will not get you suspended but a manual review that sees many different IPs from many locations can raise a concern. Better use static IP

In my experience, I have been running an account from abroad for years and never had any issue in regards with the location. In fact eBay knew I was not located in the country... they verbally told me it was ok. However, nowadays I do not 100% believe anything agents tell me because often times there is a discrepancy on opinions from different agents...

As a matter of good practice, I wouldn't change the ip on every login.

If you can have a set IP per account that's ideal of course.
But most people tend to have a dynamic IP that changes every time when they reboot.

That consistency of having a dedicated VPN like IPburger for that particular account does give you the extra advantage that eBay knows you are always logging in from that specific IP / area.

Not to mention when you work at a coffee shop and still have that IP =)

but, now we have Burger res IP.

currently I have both Burger res IP & Burger dedicated VPN. I am wondering should I change my steath pp account from Burger dedicated VPN to Burger res IP service?

I usually use my steath pp accounts for receive money and checkout us website.

Yes, that's that should be your best option.
Also, make sure to make history/cookies first on that new IP before you try to change/make anything on the accounts. Just be extra careful as it might raise unauthorized access (rarely happens tho).

more important is the ip you sign up and it forms the profile of ur acc

Yes of course. Just not from different countries.
