I was told the Residential Static IPs are always be checked as Proxy, so Residential Static IPs are not good option, right? |

whatleaks.com will be measuring the round-trip time between the site and your browser. If the round trips are not the same then they know it's a proxy.
The only solution is to not use a proxy. |

A VPN uses proxy servers to change your IP/location. |

I also seen that, at least up till recently these weak accounts seem to work relatively fine. It makes me a lot more optimistic of my chances.

EDIT: Sorry, I forgot to answer your question: If you're hiding behind anything like proxies, VPN, RDP, etc you'll be seen by eBay/PayPal in an unfavorable light, because it looks like an attempt to hide your IP, dodgy activity is associated with proxies, VPN's, RDP's etc. Port 3389 is the default port for RDP. It's one of a few ways eBay/PayPal detect RDP's. |

It is the quality of the VPN that matters, if you go for cheap or free ones then you stand the risk that the ip address has been used on ebay previously and has been released by that user and it was recirculated.
I think the best way is phone tethering as many people use a tablet and use their cell phone as a hotspot. |
