Ipburger shows T-mobile ip is in California, but whatsmyip says Washington, which 1?

Which one is right? I of course live in Cali, but if I look at other isp it's consistent throughout. So for example Verizon, an ip on Ipburger will show up as california and same with whatsmyip

Perhaps IPburger is routing the connection via servers in WA.
